Today I congratulate Lieutenant Commander Justin Downey-Price on receiving the bar to his Conspicuous Service Medal as part of the Australia Day honours last month. This high recognition reflects outstanding service to Australia. Justin received this honour for his exceptional leadership and performance in the Royal Australian Navy while coordinating complex exercises with the Information Warfare Force. This included joint work with the Japanese navy and United States navy cyber‑defence teams. Those efforts have strengthened our navy's readiness for day-to-day operations and ensured capabilities to respond effectively to real-world threat scenarios. This military honour was granted in recognition of Justin's expertise and skill in high-pressure situations, which has been instrumental to the success of missions. The award builds on an already distinguished record. In 2017, Justin received the Conspicuous Service Medal for leadership in electronic warfare as a chief petty officer, marking a career defined by dedication to service and operational excellence. I congratulate Justin on this remarkable achievement and thank him for his service to our country.
